On November 11, 2025, at approximately 12:44 A.M., Officer Ali was on routine patrol traveling southbound on University Avenue N. W. Approaching 85th Avenue N. W., in the City of Coon Rapids, Anoka County, Minnesota, where he observed a Ford F150 bearing MN license plate [PLATE REDACTED] that was traveling southbound in front of the officer. The officer observed the vehicle brake and slow significantly to allow another vehicle in the left lane to pass him. The vehicle then changed lanes into the left lane and the officer got behind the vehicle.
The officer observed the vehicle weave and cross the center lane markers. The officer initiated a traffic stop on the vehicle and made contact with the driver, later identified as Vicente Wagner Manuel Lopez, [DOB REDACTED], the defendant herein. Defendant did not speak English, so the officer contacted a Language Line Interpreter to facilitate the conversation. When asked for his driver's license, defendant provided the officer with an identification card from Guatemala. The officer found that defendant did not have a valid driver's license.
While speaking with defendant, the officer smelled the odor of an alcoholic beverage coming from defendant. Defendant displayed bloodshot and glossy eyes. Defendant denied having anything to drink today. Due to the cold temperature outside, the officer conducted a quick horizontal gaze nystagmus test while defendant was seated in the vehicle. During the test, the officer observed two clues of impairment. Defendant agreed to provide a breath sample into a PBT. Defendant provided a fail reading of.227 BAC. Defendant was advised that he was being placed under arrest for DWI. After being read a Minnesota Implied Consent Advisory, defendant agreed to submit to a DataMaster test.
That test revealed the defendant's alcohol concentration to be 0.23 at 1:55 A.M. On November 11, 2025.
