CORY MARCELL FISHER (“Defendant” herein) was charged with False Imprisonment – Intentional Restraint and Domestic Assault – Commits act with intent to cause fear of immediate bodily harm or death on October 4, 2010 in Dakota County, Minnesota. Defendant was convicted of an amended charge of Terroristic Threats on July 16, 2012 from facts stemming from the same incident as the initial charges. This required him to register as a predatory offender for a period of 10 years. Defendant was subsequently convicted of failing to comply with registration laws on February 18, 2015 in Carver County, Minnesota, and his registration period was extended.
Defendant was released from incarceration on an unrelated case on November 15, 2016, and his registration period was again extended. Defendant is required to register until November 14, 2031. On January 22, 2026, Defendant signed and filed a Duty to Register form wherein he acknowledged his duty to register all changes of address at least 5 days prior to moving. Defendant registered an address on the 9800 block of Logan Avenue in Bloomington, Hennepin County, Minnesota on January 22, 2026. Defendant did not register any secondary address(es). On January 28, 2026, Bloomington Police Department officers conducted a compliance check at Defendant’s registered address.
Officers were unable to make contact with anyone at Defendant’s registered address. On February 28, 2026, Bloomington Police Department officers again attempted a compliance check at Defendant’s registered address, and they were unable to make contact with anyone at the address. Officers could see partially into the home and noted that the home appeared vacant with very few personal belongings. On March 1, 2026, Bloomington Police Department officers conducted another compliance check at Defendant’s registered address, and they were unable to make contact.
A neighbor reported he last saw a female and two smaller children leaving Defendant’s address after throwing large bags off of the balcony several days prior, but he had not seen any male. On March 13, 2026, officers contacted the building manager of Defendant’s registered address. The building manager confirmed Defendant was evicted from the building and had moved out. On that same day, officers also called Defendant. Defendant answered the phone, but when officers asked Defendant his current address, Defendant hung up the phone.
Officers also spoke with Defendant’s Polk County, Wisconsin probation officer. The probation officer said Defendant appeared for a hearing in Polk County on January 12, 2026, and at that time Defendant was told he could not return to Minnesota without completing a compact agreement. Defendant did not complete this agreement and did not update the Minnesota Bureau of Criminal Apprehension that he was in Wisconsin, unable to return to his registered address in Hennepin County, Minnesota. A warrant issued for Defendant in Polk County for failing to follow the terms and conditions of his probation.
