Brandon Richard Bianga

On or about November 21, 2025, at approximately 1:12 PM, officers of the Woodbury Police Department were dispatched to the area of [ADDRESS REDACTED], City of Woodbury, Washington County, Minnesota, on report of a possible stolen vehicle. Officers were advised they were searching for an adult male named BRANDON RICHARD BIANGA, [DOB REDACTED], the Defendant herein. While enroute, officers were advised of an adult male chasing another adult male, the latter matching the description of Defendant. Officers set up a perimeter and later observed Defendant running on Lake Terrace toward a fully marked squad car.

An officer exited the vehicle and ordered Defendant to stop. The officer initiated foot pursuit and eventually grabbed Defendant. Another officer assisted in grabbing Defendant and began handcuffing him. Defendant was ordered to stop resisting several times. Defendant continued to make a whining noise, stating "no" repeatedly, and rolled on the ground actively resisting. Defendant was fully handcuffed with the assistance of other officers that arrived on the scene. Defendant advised he had swallowed four to eight grams of meth prior to being arrested so he was transported to the hospital.

Therefore a complaint warrant is requested.
