On or about November 1, 2025, Minneapolis police responded to a call involving a driver and passenger who were slumped over in a running Ford truck with Minnesota license plates SCR102 in a parking lot near [ADDRESS REDACTED] in Minneapolis, Hennepin County, Minnesota. Officers observed a female slumped over in the driver's seat of the Ford. Additionally, officers observed an uncapped syringe and a tourniquet near the female driver who was later identified by MN DL as ASHLEY MARIE COOK [DOB REDACTED]. Officers knocked on the windows of the Ford while calling out to COOK for a prolonged period of time.
It should be noted officers observed COOK was breathing, however COOK was not responding to officers. Since COOK was not responding to officers, officers broke the Ford's drivers side window in order to determine if COOK was experiencing a medical emergency. Once officers gained access and unlocked the driver's side door, COOK was still slumped over. Officers had to pull on a keychain that was attached to COOK's body in order for COOK to awaken. Once COOK woke up, officers advised her to exit the Ford.
In that moment, COOK appeared to be disoriented and sluggish. After asking if COOK was experiencing a medical emergency, COOK advised she was fine. COOK also declined medical attention from medics. COOK advised she last consumed "Fentanyl" at 0800 hours on 11/1/2025. However, COOK denied consuming any drugs before having contact with officers. Officers had COOK perform field sobriety tests. During the horizontal gaze nystagmus test, police observed COOK had lack of smooth pursuit. Additionally, police observed nystagmus at maximum deviation in both of COOK's eyes.
After checking for vertical nystagmus, police observed COOK had vertical nystagmus in both of her eyes as well. Due to the multiple indicators of impairment and the drug paraphernalia, police placed COOK under arrest. Police searched a jacket that COOK was wearing and found it contained a white crystal-like substance in it. COOK also had a felony warrant for her arrest. Police also obtained a search warrant for blood or urine from COOK. COOK provided a sample of COOK's blood for analysis. COOK was transported to the Hennepin County Jail.
While deputies at the jail were conducting their intake procedures, deputies advised officers that a body scan and subsequent cavity search led to the discovery of three baggies concealed in COOKS vagina. Those baggies or plastic containers contained white substance that was suspect to be narcotics. Additionally, deputies advised they located a white powder like substance that fell out of COOK's bra during their search. The substance that was found in COOK's jacket field-tested positive as methamphetamine and weighed approximately 2.56 grams.
