On April 3, 2026, a concerned citizen reported that a Nissan SUV with the license plate of WT7300 almost sideswiped her, was driving on the shoulder and almost caused twelve accidents while traveling on Interstate 494 near Carlson Parkway. Citizen described the driver of the Nissan as falling asleep and her eyes were rolling in the back of her head while she was operating the motor vehicle. The vehicle was located in a Home Depot parking lot in Plymouth, Hennepin County, Minnesota occupied by the female suspect in the drivers' seat with the keys.
The driver was identified as Jessica Marie Borgan, [DOB REDACTED] (Defendant herein) and she admitted to driving to the Home Depot parking lot. The citizen provided a statement and description of the driver, which matched that of the Defendant Law enforcement learned that the Defendant’s driver’s license status was cancelled- inimical to public safety. While being searched incident to arrest for DAC-IPS, tinfoil was located in the Defendant’s pocket and she admitted she planned to use fentanyl later.
Officers on scene observed the Defendant to have pinpoint pupils, was lethargic and falling asleep. While conducting a search of Defendant’s vehicle, a piece of tinfoil was in the cup holder, between the driver and passenger seat with a dark substance burned inside of it. On the passenger seat inside a plastic bag, within the subjects reach, was a green case containing a clear glass bulb pipe and a small dime bag containing a crystal substance which field-tested positive for methamphetamine. The suspected methamphetamine also had an unpackaged weight of.46 grams.
An officer trained as a drug recognition expert completed an evaluation of Jessica and believed she was under the influence of a narcotic and cannabis. A search warrant was obtained, and Jessica provided a blood sample. The Defendant’s blood sample was sent to the Minnesota Bureau of Criminal Apprehension (BCA) for analysis. A BCA lab report dated 5/12/2026 stated the Defendant’s blood sample was found to contain methamphetamine and fentanyl, both of which are Schedule II controlled substances. The Defendant’s driving record shows that the Defendant has three prior impaired driving related loss of license due to license revocations pursuant to search warrants on the following dates: 11/28/2024, 01/18/2025 and 04/08/2025. Additionally, the Defendant has prior DWI convictions in court file numbers ••-CR-••-•••• and ••-CR-••-••••. The Defendant has a prior Controlled Substance Crime in the Fifth-degree conviction in court file number ••-CR-••-••••. The State is requesting a warrant for the Defendant's arrest given the public safety risk she poses.
The Defendant committed the above offenses while on conditional release for another pending Felony DWI case.
