On December 23, 2025, Officer Hagen was working as a hospital resource officer at St. Mary’s Hospital in Rochester, Olmsted County, Minnesota. At approximately 6:25 am, Officer Hagen was dispatched to a room due to a patient, identified as GRANTLEY MARCELLUS ONEILL [DOB REDACTED], being combative and out of control. Officer Hagen responded and observed ONEILL on a bed in four point restraints. However, ONEILL had freed one of his hands and was flailing about. There were several nurses and security personnel working to control ONEILL to prevent him from harming himself and others.
A nurse told Officer Hagen that ONEILL had hit, scratched, and spit on several people. Officer Hagen began meeting with people to determine what had all happened. Officer Hagen first spoke to Victim 1 (adult female identified in police reports), a nurse in the emergency department. Victim 1 stated she asked ONEILL to stand up and walk, ONEILL stated he could not walk and became agitated. Victim 1 asked ONEILL to lie in his bed. ONEILL did so and began pulling all the wires off himself. ONEILL initially calmed down but then became agitated again.
Victim 1 stated security went into his room due to the behavior, and she went in to assist with restraining him. Victim 1 was trying to restrain ONEILL’S right hand. ONEILL then grabbed Victim 1’s hand. ONEILL then pushed Victim 1 back and she fell into a monitor. Victim 1 then tried to put a restraint on ONEILL’S arm. ONEILL grabbed Victim 1’s hand again and began squeezing. Other staff had to peel ONEILL’S fingers off of Victim 1’s hand. Victim 1 stated ONEILL then began spitting. Victim 1 stated ONEILL spit on her arm.
Victim 1 stated she had scratches and abrasions on her hand and wrist from ONEILL. Officer Hagen observed the injuries on Victim 1’s hand and wrist. He then spoke to Victim 2 (adult male identified in police reports), a security officer at the hospital. Victim 2 stated he was trying to restrain ONEILL and had been holding ONEILL’S right arm. Victim 2 stated while holding ONEILL’S arm, ONEILL grabbed onto his left hand and dug his thumb into his palm and would not let go. Victim 2 stated his hand started to spasm and he felt radiating pain in his hand.
Victim 2 stated it hurt to open and close his hand. Officer Hagen also took statements from a witness. Witness 1 (adult female identified in police reports) is a nurse in the emergency department. She stated ONEILL was being verbally and physically violent. Witness 1 stated ONEILL aimed his face at her and spit all over her chest. Witness 1 stated that Victim 1 took the brunt of ONEILL’S behavior. Officer Hagen learned that ONEILL woke up from being medicated and was apologetic for his behavior earlier in the day.
