On March 22, 2026, Chaska Police Officer Meyer responded to reports of theft at a gas station near Hundertmark Road in Chaska, Carver County, Minnesota. The Manager, an adult male fully identified in police reports, reported that several state lottery tickets were missing from behind the cashier’s counter. Manager reviewed surveillance footage and observed that at approximately 4:21 AM, a dark-skinned male with long black dreadlocks and a gray sweatshirt go behind the counter and stuff his pocked with scratch- off lottery tickets while the night clerk was briefly away.
The total retail value of the stolen lottery tickets is $440.00. On March 26, 2026, Officer Myer received reports from the Minnesota State Lottery which contained information related to an app account that scanned and redeemed the stolen tickets. The total value of the redeemed tickets is $640.00. The name attached to that account did not reveal a suspect that matched the gas station surveillance footage. With the assistance of Investigative Analyst Brinkhaus, Officer Myer was able to identify the account’s recovery phone number which related back to LAROG DAQUAN MEADOWS ([DOB redacted]). Officer Myer compared Meadows Minnesota Driver’s License photo to the gas station surveillance and found that Meadow’s appearance matched the theft suspect’s. On April 1, 2026, Officers Myer and Moore made contact with Meadows at a residence in Chaska, Minnesota.
Meadows declined to speak in person but eventually had a phone conversation with Officer Moore. During the phone call, Meadows stated that he was with the person that stole the lottery tickets but denied that he was the person who stole them. On April 4, 2026, an employee at the gas station contacted dispatch and stated that the theft suspect was at the store again and that her manager wanted him trespassed.
