On September 10, 2025, MICHAEL BRYAN HOGHAUG [DOB REDACTED] failed to appear at a pretrial in Ramsey County District Court file ••-CR-••-••••. Hoghaug fled police in a white Chevrolet Impala bearing Minnesota license plates HJW161. Hoghaug smelled of alcohol and had a child [NAME REDACTED]. At around 7:30 PM on December 8, 2025, Officer Foy saw a white Chevrolet Impala bearing Minnesota license plates HJW161 fishtailing in the snow on University Avenue near Pine Street, St. Paul, Ramsey County. The Impala drove through Officer Foy’s headlights and beneath a streetlight, and Officer Foy later identified the Impala’s driver as Hoghaug.
Officer Foy saw that the female passenger did not have her seatbelt on, and he got behind the Impala. Officer Foy activated his squad’s emergency lights on Tedesco Street near Iris Lane, St. Paul, Ramsey County. The Impala pulled over and continued a slow roll near Desoto Street. The Impala then accelerated, went through a red light, and fled. Officer Foy activated his siren to convey that he wanted the Impala to stop. The Impala fled on Payne Avenue, and Officer Foy discontinued the pursuit. Hoghaug has a warrant for his arrest on gross misdemeanor DWI charges in Ramsey County District Court file ••-CR-••-••••. Hoghaug’s repeated failures to appear have left this 5-year-old case unresolved.
