The Complainant having reviewed the applicable reports believes the following facts to be true: On or about September 2, 2025, at approximately 1:35 AM, an officer with the Saint Paul Police Department was on patrol near the intersection of Burr Street and Lawson Avenue in the City of St. Paul, Ramsey County, Minnesota. In an alleyway near Burr Street, the officer observed a vehicle that was partially covered by overgrown trees and parked diagonally in an area that was not designated as a parking spot.
The officer drove by the vehicle and observed a male in the driver seat and a female in the passenger seat, both appeared to be slumped over. The officer approached the vehicle to investigate and observed in plain view a small piece of tinfoil on the center console near the center cupholders. The tinfoil appeared to have yellowish-white residue and burn marks, consistent with possible narcotic use. Officers approached the vehicle and made contact with the male driver, later identified via Minnesota ID as MICHAEL SOOKHAR [DOB REDACTED], Defendant herein, who had woken up.
The female, fully identified in police reports, still appeared to be sleeping and slumped. The Defendant told officers that he and the female were just chatting and must have fallen asleep. He told officers that the vehicle belonged to him and that he lived in another part of the city. The Defendant denied smoking any narcotics but was not sure if the female had. Officers asked the Defendant to exit the vehicle, and he complied. The female was still sleeping. When officers opened the passenger side door, they observed more suspected drug paraphernalia and narcotics in plain view in the vehicle.
On the passenger side floor, near the feet of the female, officers observed more burnt tinfoil. In the passenger side door compartment, officers observed a small plastic bag containing a white powdery substance next to more tinfoil. The female eventually woke up. The Defendant and the female were both placed under arrest. In a search of the vehicle, officers found a black satchel on the floor of the driver seat, which was right next to the Defendant’s leg when he was seated in the vehicle and in his immediate reach.
In the bag, officers located a black Colt Defender 1911 Co2 BB gun, Serial Number 25B119966, in a holster. The BB gun was loaded with multiple small black BB projectiles. The Defendant is not authorized to carry a BB gun.
