On November 29, 2025 at approximately 1:08 A.M. Officer Whiteside was on routine patrol in the area of the 200 block of Jackson Street, in the City of Anoka, County of Anoka, State of Minnesota, when he observed a vehicle, a white Dodge Charger, MN license SPX160, accelerate at a high rate of speed going eastbound on Jackson Street. This got the Officer’s attention due to the number of pedestrians present. Officer Whiteside got behind the vehicle and observed the vehicle fail to signal a turn, straddling the center lane line, strike a curb and nearly drive onto the sidewalk.
Officer Whiteside initiated a traffic stop and verbally identified the driver as LARRY LEE VOIGHT MOHAMED, [DOB REDACTED], the defendant herein. Officer Whiteside asked the defendant if he had his driver’s license on him, to which he replied, yes and continued to stare at Officer Whiteside. The Officer then asked the defendant if he could see it. In speaking with the defendant, Officer Whiteside observed that he had glossy eyes and detected an odor of an alcoholic beverage. Officer Whiteside further observed and open container of Bud Light on the floorboard.
The defendant was looking through paperwork and checking his pockets for his driver’s license and then opened the driver door of the vehicle stating that he was still looking for his driver’s license. As the defendant exited his vehicle the vehicle began to roll forward. Officer Whiteside reminded the defendant to place the vehicle in ‘park’. Officer Whiteside asked the defendant if he had anything to drink or any narcotics, which he denied. The defendant was then asked to perform a series of field sobriety tests, on which he performed poorly, displaying poor balance, a lack of coordination and a lack of cognitive functioning.
The defendant was then asked to submit to a PBT which revealed a result of.217 on manual capture. The defendant then stated that he consumed one drink but did not feel impaired. The defendant was advised that he was under arrest. A search incident to arrest revealed the defendant’s driver’s license in his back pocket. The defendant was then read the MN Breath Test Advisory. During the advisory, the defendant yelled at and spoke over the Officer through the duration of the advisory stating that he would not take a test.
The defendant stated that he understood the advisory and refused to take a breath test. The defendant stated that he wanted to speak with an attorney but Officer Whiteside confirmed that he wanted to speak with an attorney in general and not regarding the breath test. The defendant was then transported to the Anoka County Jail. While waiting in the sallyport for jail staff, the defendant made several comments about wanting to assault the Officer, stated that he shouldn’t have stopped for the Officer, wanting to have a shoot out with the Officer, kicked the back of the squad and continued to yell.
