On January 6, 2026, the Saint Paul Police Department received two reports concerning theft occurring from a meeting room at RiverCenter, located at [ADDRESS REDACTED] in St. Paul, Ramsey County, Minnesota, earlier in the day. J. D. Reported her credit card was stolen. Later on January 6, 2026, J. D. Observed unauthorized transactions on their credit card, which included a $74.44 transaction at City Liquors and a $216.00 transaction at Hello Wireless. Both of these locations are located at [ADDRESS REDACTED] North, in Brooklyn Park, Hennepin County, Minnesota.
C. B. Reported her wallet was stolen. C. B. Relayed that her wallet contained her driver’s license, credit cards, and debit cards. Later on January 6, 2026, C. B. Observed unauthorized transactions on these cards, which included a $17.35 transaction at Shark Fish and Chicken located at [ADDRESS REDACTED] North in Brooklyn Park, Hennepin County, Minnesota. RiverCenter surveillance video was reviewed for January 6, 2026 for the time of the thefts, and a suspect wearing a black puffer jacket, a gray sweatshirt, and jeans was observed leaving the meeting room at 12:33 P.M. Before leaving the facility shortly after.
Through investigation, an officer was able to review surveillance video from the Brooklyn Park businesses where J. D.’s and C. B.’s credit cards were used for the unauthorized transactions. A male suspect wearing clothing consistent with the suspect in the RiverCenter video was observed using J. D.’s credit card for the unauthorized transaction(s) at City Liquors and Hello Wireless. The same male suspect used C. B.’s credit card at Shark Fish and Chicken on January 6, 2026 at 1354 hours. Officers were able to identify the suspect in this case as Charles McIntosh [DOB REDACTED], "Defendant" herein.
Defendant has conviction(s) and is presently charged with similar wallet-theft crimes in the Twin Cities area where victims' financial cards were used to make purchases. Some of these cases similarly include Defendant wearing a puffer jacket/vest. The State requests this complaint issue as a warrant as Defendant is currently in custody and is unlikely to respond to a summons in this matter. The State requests increased bail as Defendant has approximately five cases pending involving burglary and/or financial theft charges occurring since October 2025.
