On or about May 10, 2025 at approximately 1:01 P.M. Carver County dispatch advised they received an Apprehend and Detain ("A&D") for Ramiro Mendoza Vazquez [DOB REDACTED], Defendant herein. Defendant was on probation for multiple felony level offenses at the time and was currently attempting to leave his residence. Defendant was placed on Electronic Home Monitoring through probation. Officer Gibbons responded to the residence located on the 110000th block of Friendship Lane in Chaska, Carver County, Minnesota.
Officer Gibbons made contact with Defendant's mother who invited Officer Gibbons into the home. Officer Gibbons made contact with Defendant and advised that Defendant was under arrest. Defendant immediately began questioning the arrest and wanted to call his probation agent. While being placed under arrest, Defendant continued to stiffen and refused commands to put both arms behind his back. Officer Gibbons was able to secure both of Defendant's hands and placed Defendant in handcuffs. Defendant was searched incident to arrest and a single bullet was located in Respondent's front left pocket.
During a search of the residence Officers located a pistol firearm on a shelf near where Defendant was arrested. Other resident's stated Defendant had the firearm in his waistband before he removed it and set it on the shelf before officers arrived at the house. Officer Gibbons transported Defendant to the Juvenile Detention Center ("JDC"). When at the JDC, Officer Gibbons was assisting Defendant out of the vehicle at which time Defendant escaped Officer Gibbon's custody and ran along the south side of the government center.
Officer Gibbons gave chase and Defendant eventually entered the water of Courthouse Lake to avoid apprehension. Officer Hastings arrived to assist and quickly entered the water as it was apparent Defendant was not exiting the water and was still handcuffed. The water was approximately 6 feet deep and Defendant was struggling to keep his head above water. Officer Hastings assisted Defendant to shore and Defendant was secured in the JDC. Defendant was read a Miranda warning and stated that he did not know anything about the bullet, that he thought it belonged to a BB gun that he found at a park today.
Defendant stated to not know anything about the gun located at his residence either. Defendant further stated he ran from law enforcement because he was hot and wanted to cool off in the lake. The round of ammunition located in Respondent's pocket was identified as a "WIN 9MM Luger" by casing markings. The pistol and magazine that was located in Defendant's residence in which other members observed in Defendant's waistband prior to law enforcement's arrival, was a brand "Geisler" however no model or serial number were located on the pistol.
