On January 27, 2026, Moorhead Police Officers responded to a report of a bomb threat at Clay County Social Services in Moorhead, Clay County, Minnesota. The complainant, [NAME REDACTED], informed officers that a male individual had called Social Services on January 26, 2026, and issued multiple threats, including a bomb threat. That individual associated with the phone number that called was identified as TROY MICHAEL JOHNSON, [DOB REDACTED], hereinafter "Defendant". K. A. Stated that Defendant had previously received services through Clay County Social Services, and staff had recognized Defendant.
K. A. Stated Defendant had called and threatened to kill Clay County Sheriff Mark Empting, Moorhead Police Chief Chris Helmick, and other specific staff members. A voicemail was left on a staff member's phone that stated, "I'm going to blow up that whole f****** building. You're all going to be a bunch of dead f****." Clay County Sheriff's Detective Frovarp was notified of several other threats made to Moorhead businesses and agencies by an individual calling from the same phone number. On January 26, 2026, at approximately 5:09 P.M., a male individual called the Moorhead Police Department stating, "David Ebinger I'm going to kill you.
You're a piece of s***." The same individual called back at approximately 5:17 P.M., stating "F*** you Chris you f****** piece of s***. You come over to my house I'll f****** blow your head off mother f*****, you stupid f****** pig. Hey Chris I'm going to blow your head off. You're a f****** piece of s*** f****** mother f*****. You come over to my house, you're gonna be a f****** dead mother f*****, you got that Chris?" On January 27, 2026, another threat from the same phone number was called in to Owens Hall at MSUM in Moorhead.
A student worker answered a phone call from a male individual who stated, "This is a bomb threat. You're all going to f****** die." The threat prompted a partial evacuation of the building. On January 27, 2026, at approximately 12:44 P.M., staff at the Hornbacher's grocery store in Moorhead called 911 regarding a bomb threat. The complainant, [NAME REDACTED], reported a male individual had called the store and stated, "This is a bomb threat, b****," and quickly disconnected. Due to the threat, staff evacuated the store.
Det. Frovarp was also notified of several threats made to at least three businesses in Fargo and West Fargo, North Dakota. Those threats were all made via phone with the same number associated with the phone that was used to call Clay County Social Services, the Moorhead Police Department, and MSUM. Due to the repeated threats made to multiple locations across the Fargo-Moorhead area, Det. Frovarp applied for a search warrant for Defendant's residence.
