On December 11, 2025, law enforcement was dispatched to the report of a domestic assault that occurred at an apartment on Redwood Street in the City of Coon Rapids, Anoka County. Officers arrived and met with Victim A who reported that her boyfriend was drunk and had assaulted her. Victim A met officers in the vestibule of the apartment complex and told them that she had been in the bedroom with her boyfriend, MASTER SHEMIRA CATO [DOB REDACTED], when they got into an argument. During the argument, the Defendant placed his hand over her mouth and later placed his hands around her neck, strangling her, impeding her ability to breathe for approximately 30 seconds.
He then began to pace around the apartment yelling at her and at one point struck her in the nose with the palm of his hand and choked her again, this time with one hand. Victim A reported the Defendant then threw her cellphone out of the bedroom window and into a snowbank. Victim A then left the apartment to retrieve her cell phone and call 911. Officers could hear the Defendant yelling from inside the apartment while speaking with Victim A. A lethality assessment screen was conducted and Victim A screened in as high risk.
Officers observed a red mark on victim A’s nose and red marks on her neck consistent with what she had described occurred. Officers then made contact with the Defendant who denied any physical altercation occurred. He was taken into custody. The Defendant has two prior qualified domestic violence related convictions which enhance this matter to a felony, specifically: Gross Misdemeanor Domestic Assault in ••-CR-••-•••• with a conviction date of August 18, 2025 and Misdemeanor Domestic Assault in ••-CR-••-•••• with a conviction date of March 5, 2024.
