A sworn officer with the St. Cloud Police Department duly states the following facts establish PROBABLE CAUSE: On or about July 07, 2025, at approximately 5:38 P.M., St. Cloud Police Officer Daniel Long was dispatched for a driving complaint of a possible intoxicated driver that occurred at the intersection of Northway Drive and 6th Avenue North, within the City of St. Cloud, County of Stearns, State of Minnesota. Officer Carla Hemminger later made contact with the complainant, [NAME REDACTED]O., fully identified in the police incident report.
B. L. O stated a blue Ford F150, bearing Minnesota license LUN937, had driven all over the road and there were children in the vehicle. The vehicle speeds had varied and traveled approximately 20- mph to 48-mph in a 40-mph zone. B. L. O. Stated the vehicle crossed over the center line and other vehicles traveling in the opposite direction had to swerve to avoid collision. The vehicle had crossed the fog line and the tires came off the pavement onto the shoulder. B. L. O. Stated the vehicle parked on the far east side of the YMCA parking lot.
The driver was described as a white female with dark hair pulled into a ponytail and wearing a red shirt. Officer Long eventually made contact with the suspect female, who advised the Ford F150 was her vehicle. The female was identified as Tara Marie Feld, [DOB REDACTED], the defendant herein. Officer Long observed the defendant had slurred speech and poor balance. The defendant was requested to perform Standardized Field Sobriety Tests. During testing, Officer Long detected a strong odor of an alcoholic beverage emanating from the defendant's person; the defendant displayed validated clues of impairment and submitted to a PBT which registered a result of.240. There were two children, who were confirmed to be under the age of twelve, in the vehicle with the defendant.
One of the children, K. M. F., fully identified in the police incident report, stated the defendant had driven them to the YMCA for swimming lessons. The defendant was placed under arrest and transported to the St. Cloud Police Department. Upon arrival, at approximately 6:42 P.M., Officer Long read the Minnesota Breath Test Advisory to the defendant. The defendant stated she understood the advisory and wished to consult with an attorney. The defendant did not contact an attorney and agreed to complete a breath test.
At approximately 7:07 P.M., the test was administered using the DataMaster DMT. The registered results of the defendant's test revealed a breath alcohol concentration of 0.26. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute the complainant's basis for believing that the above-named defendant, on or about July 07, 2025, in the City of St.
