Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on November 17th, 2025, at approximately 6:18AM, Officer Steinberg and Officer Metcalf responded to a past action burglary where the suspect left the scene. Prior to Officer's arrival on scene, dispatch stated the suspect was Carlos Bismark Castillo-Torrez [DOB REDACTED]. Officer Plein ran the OLN dispatch attached in the call and obtained a picture of Castillo- Torrez. In the parking lot located to the West of the apartments on the 200 block of Vine Street East, Owatonna, MN, County of Steele, Officer Plein observed an SUV with its lights on.
Officer Plein could see there was a subject in the driver's seat of the vehicle. Officer Plein observed the male to be Castillo-Torrez. Officer Steinberg arrived in the area of the apartments on the 200 block of Vine Street East and started to walk towards the apartments from the East. Officer Plein walked in from the West and stated he might have the suspect in a vehicle in the parking lot. Officer Steinberg went over to Officer Plein and he identified the male suspect as Castillo-Torrez. Officer Plein obtained a statement from Castillo-Torrez.
Castillo-Torrez stated he understood his rights and would speak with Officer Plein without the presence of an attorney. Officer Plein spoke with Castillo-Torrez while Officer Steinberg went inside and spoke with the victim. The reporting party was identified as O. T. S. Officer Steinberg identified the female as A.M. L. Officer Plein obtained the following Mirandized statement from Castillo-Torrez, "I was leaving my son at the apartment. I entered because I wanted to make sure he was ok. She didn't tell me she was dating someone.
She said, 'I don't want you to come inside' and 'I don't want you to come here.' She told me, 'you need to leave my apartment right now.' There's nothing wrong. When I got inside the apartment, I had no idea he was inside. It was just for my safety and for my son's safety. I don't trust anyone. Honestly, I don't care who's inside. They don;t have any proof or any picture that I did that. I had a knife in my car." Officer Steinberg obtained the following statement from A.M. L. A.M. L. Stated, Castillo-Torrez arrived to the apartment to drop off their son.
Castillo-Torrez pushed his way past A.M. L. To get inside the apartment, Castillo-Torrez pushed her multiple times. Castillo-Torrez started to argue with A.M. L. In the kitchen/living room area. O. T. S. Came out from the bedroom to see what was going on. Castillo-Torrez got mad O. T. S. Was there and pulled out a knife. Castillo-Torrez stated to walk towards O. T. S. With the knife. A.M. L. Got in between Castillo-Torrez and O. T. S. And was telling Castillo-Torrez to leave. Castillo-Torrez brought the knife up by his chest with the blade pointed out.
