Probable Cause
On February 7, 2026, at approximately 2221 hours, law enforcement was on patrol in Minneapolis, Hennepin County, Minnesota when they observed a 2011 Ford Edge traveling 79 miles per hour in a 60 mile per hour zone. Law enforcement followed the vehicle and observed the Ford Edge signal for a left turn but observed the vehicle merge to the right on the Broadway Ave exit. Law enforcement continued following the vehicle and attempted to initiate a traffic stop by activating their emergency lights at the Broadway Avenue and 4th Street North intersection.
There was a red light at Lyndale Avenue and the vehicle proceeded through the intersection once the light turned green and then made a left hand turn into the Cub Foods parking lot. The vehicle then continued through the parking lot before proceeding onto 18th Avenue. The vehicle continued driving while law enforcement had their lights and siren on for numerous blocks before pulling into a driveway on 18th Avenue between Dupont and Emerson Avenues in Minneapolis. Law enforcement made contact with the driver of the vehicle who was identified by Minnesota identification card as Phillip Reed Jensen, [DOB REDACTED] (Defendant herein). The Defendant told law enforcement he was just trying to get home.
While handcuffing the Defendant, law enforcement detected the strong odor of alcohol coming from the Defendant’s breath. Defendant admitted to consuming alcohol. Law enforcement performed the Horizontal Gaze Nystagmus Test on the Defendant and observed 4 out 6 clues of impairment as well as vertical gaze nystagmus. The Defendant agreed to provide a preliminary breath test sample which resulted in a 0.157 blood alcohol concentration reading. The Defendant was transported to the Hennepin County Jail where he was read the Minnesota Breath Test Advisory.
The Defendant declined to speak with an attorney, and he agreed to take the breath test. At 2331 hours the Defendant’s breath test resulted in a 0.17 blood alcohol concentration reading.
