The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: November 3 (25-202273) On November 3, 2025, at about 9:50am, St. Paul Police responded to a home on Minnehaha Ave. W., St. Paul, Ramsey County on a report of trespass and criminal damage to property (25-202273). On arrival, officers met with the homeowner, RLA ([DOB REDACTED]). He said that the home has been vacant since February and is about to be sold. He said that it has experienced several broken windows during this time.
RLA continued that a short time earlier, as he stopped by to check on the home, he noticed that a kitchen window was broken out. He said that he then realized that a man was inside of the home. He said that he confronted the man, who made nonsensical statements about “Lucifer” and paced back and forth. He said that the man eventually left but stayed on the driveway as he called 911. The rock used to break the window was recovered from the kitchen. Officers observed and photographed broken glass and blood in the kitchen, as well as several other windows that had been broken previously.
An ID in the name of the defendant, MARQUIES KEYTON SCOTT ([DOB REDACTED]), was recovered from upstairs. Surveillance video is being recovered from a neighbor. Officers were unable to locate the man at the time. About 90 minutes later, RLA reported that the man had returned and was banging on the property’s back door. Officers were again unable to locate him at the time. November 4 (25-202833) Later that night, on November 4 at about 1:30am, Ramsey County Emergency 911 received another call from the home.
The caller, a friend of RLA, said that the man appeared to be breaking in again. St. Paul Police responded. On arrival, officers saw a man standing inside of the home who matched the descriptions previously provided by RLA and the 911 caller. He was called out and identified as the defendant. The 911 caller told officers that he had been helping to patrol the home, because of the recent break-in. He said that a short time earlier, as he sat in his car outside, the defendant approached and told him that he (the defendant) would break a window in 30 minutes.
He said that he left the area for about that time and that when he returned, he found a window broken. Officers observed and photographed the freshly broken-window, as well as several boarded-up and previously-broken windows. RLA arrived with a key that successfully unlocked the door. He said that the defendant had damaged the security system in the morning as well. The damage to repair the broken windows was determined to be in the thousands of dollars. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 11/5/2025 In a Mirandized interview, the defendant claimed that he owns the home, which he moved into it several days prior, but had been chased out by a man who then stole the title from him.
