On November 19, 2025, at approximately 8:42 P.M., officers of the Austin Police Department were dispatched to 1806 4th Avenue NW in the City of Austin, County of Mower, on a report of a stabbing. Officer Johnson arrived on scene and observed officers outside the residence with the stabbing victim. Johnson went over to the east entrance where Lt. Hartman was ordering parties to exit. OMAN ONYONGO, DOB/010186, the defendant herein, was yelling from the basement as he slowly walked up the stairs. The defendant was intoxicated and started taking off his jacket without being told.
Lt. Hartman advised the defendant multiple times to exit the house. The defendant exited the residence and stood on the wooden landing. Hartman told the defendant multiple times to walk down to the driveway, which the defendant refused while yelling and screaming at the officers. Due to not knowing whether the defendant was involved in the stabbing and for officer safety, Hartman took control of the defendant’s arm from behind to help guide him down the steps to the driveway. The defendant then took a large step forward on his own, stepping off the top landing, and falling once his foot hit the ground.
Officer Johnson and others helped the defendant to his feet. The defendant became agitated and yelled at the officer. The defendant was placed in handcuffs and secured in a squad car. Johnson noted the defendant to have a strong odor of an alcoholic beverage emitting from his person, slurred speech, and bloodshot watery eyes. Officers learned the defendant was on probation with no use conditions. Officer Johnson asked the defendant if he would be willing to provide a preliminary breath test (PBT) sample.
The defendant initially agreed. Once the PBT was ready, Johnson asked him if he would give a sample. The defendant responded, “suck my dick, m***********.” The defendant also stated, “If I see you, I’ll kill you m***********.” Lt. Hartman heard the defendant threaten Johnson multiple times, including telling Johnson that he was going to kill him once he was no longer in custody. The defendant was placed under arrest and transported to the Mower County Jail. During the transport to the jail, the defendant made several threatening comments to Officer Johnson, including stating multiple times that “I will kill you,” “Suck my dick, I will f*#k your wife,” and “I will kill you with a gun.” Upon arrival at the jail, jail staff had the defendant exit the squad.
Officer Johnson stood out of eyesight of the defendant to reduce the defendant’s agitation. As the defendant walked around the rear of the squad car, he noticed Johnson and attempted to come towards the officer. Jail staff intervened and took custody of the defendant.
