On 11/01/25, at approximately 7:24 P.M., Anoka County Sheriff Deputies were dispatched to the area of Highway 65 and eastbound Bunker Lake Boulevard on the report of a party that was unconscious in a traffic lane at the stop light. Deputy Berggren arrived and found a silver Toyota Camry bearing Minnesota license plate [PLATE REDACTED] on eastbound Bunker Lake Boulevard in the northbound Highway 65 turn lane, in the City of Ham Lake, County of Anoka. The vehicle was occupied by one person, later identified as PAUL CHONGPENG VANG [DOB REDACTED]), herein the defendant, who was slumped over the steering wheel of his car in the turn lane with the car running.
Deputy Berggren reported that the driver began to wake up but was still not fully aware of his surroundings and he instructed the defendant to put the vehicle in park multiple times and the defendant tried and failed multiple times. The defendant was eventually able to get the vehicle in park, and the Deputy shut the car off by reaching into the vehicle. Deputy Berggren observed that the driver had glossy and reddened eyes, and there was a strong odor of marijuana coming from the vehicle. Deputy Berggren also observed that the defendant was slurring his words.
Deputy Trupe had also arrived on the scene, and he asked the defendant to exit his vehicle and perform Standard Field Sobriety Tests. Deputies observed that the defendant was unsteady on his feet. Deputy Trupe asked the defendant how much he had to drink, and he responded with "a little bit". The defendant said that he was coming from playing disc golf in Ham Lake. In the meantime, Deputy Berggren ran a records check on the defendant and found an Anoka County warrant (WNO 241849) for theft and a [DL# REDACTED] of "suspended". Deputy Trupe explained and began the Horizontal Gaze Nystagmus test.
During this test, the defendant had a difficult time not moving his head. During this test, the Deputy observed that the defendant had equal tracking between both eyes, a lack of smooth pursuit in both eyes, onset of nystagmus prior to 45 degrees, and distinct and sustained nystagmus at maximum deviation in both eyes. Next, Deputy Trupe explained and demonstrated the Walk and Turn Test. During the test, the defendant used his arms for balance, failed to touch heel to toe on multiple steps, took the wrong number of steps down and back as well as an improper turn.
Deputy Trupe then explained and demonstrated the One-Legged Stand test. During this test, the defendant used his arms for balance and needed to be told to keep his eyes on his toes. The defendant then provided a Preliminary Breath Test sample with a result of.17 alcohol concentration. The defendant was placed under arrest. Other Deputies on scene assisted with the towing of the vehicle. During the inventory, an open and partially full bottle of liquor was found in the defendant’s backpack that was on the front seat of the vehicle, and a flask was found in the glovebox. 4 ••-CR-••-•••• Filed in District Court State of Minnesota 11/4/2025 A jar containing marijuana was also located and seized due to not being in the proper packaging.
