On December 12, 2025, at approximately 1:24 A.M., Saint Paul Officers responded to a residence on the 400 block of Maria Avenue on a burglary call. Dispatch notes provided complainant saw people breaking into the house through Ring camera video. The house is being converted into a business office. Officers arrived and saw fresh footprints on the south side of the home next to the basement window. The glass window appeared to have been shattered with a black bag covering it. There was shattered glass in the basement.
CS told officers one suspect entered the home through the front door. CS also said KELTNER disconnected the Ring camera on the front of the house. CS said no one should be in the house. CS said the residence is a single family home owned by a nonprofit company. Police announced their presence, and entered the home. Police made additional announcements and heard a voice from upstairs in the house. A male appeared at the top of the stairs. The male was instructed to descend the stairs with hands up.
The male-later identified as JUSTIN THURMAN KELTNER, [DOB REDACTED]-was taken into custody. KELTNER was searched. A small clear bag with small chunks of a crystal-like substance was located in the pocket of a second pair of pants KELTNER wore. Two burnt bubble pipes were found in KELTNER’s left jacket pocket. After a Miranda advisory, KELTNER spoke to an officer. When asked if he knew he was not supposed to be at the residence, KELTNER said, “Well, obviously, yeah, it’s an abandoned house. I figured I’ll go in and get some sleep and be good.” KELTNER said he went to the residence, tried the door, and it opened.
KELTNER said it was obvious no one lived there. Officer Kinn conducted presumptive test on suspected drugs. Item #1, labeled clear plastic baggie containing suspected methamphetamine, result positive methamphetamine, net weight.39 grams. KELTNER had a warrant out of Olmstead County for Burglary in the Third Degree.
