On August 30, 2025, at 1:02 A.M., Minneapolis police officers in full uniform and operating a marked squad responded to a personal injury crash at the intersection of 11th Avenue SE and 4th Street SE in Minneapolis, Hennepin County, Minnesota. Upon arrival, officers observed multiple motorcycles and individuals gathered near the intersection. Officers spoke with the driver of a motorcycle (hereinafter VICTIM) and the driver of the involved vehicle, identified as YEEPHANG LOR (hereinafter Defendant). Both parties provided driver’s licenses; however, Defendant’s insurance card indicated the policy was expired.
The VICTIM [NAME REDACTED] was traveling westbound on 4th Street SE and observed Defendant stopped at the stop sign on 11th Avenue SE facing north. The VICTIM reported that as he entered the intersection, Defendant drove forward into the intersection. The VICTIM attempted to avoid Defendant’s vehicle but collided with the passenger side of the vehicle. Defendant stated he had stopped at the stop sign and did not see any vehicles before entering the intersection, at which point his vehicle was struck by the VICTIM. While speaking with Defendant, officers detected a strong odor of an alcoholic beverage emanating from his person.
Defendant admitted consuming alcohol and agreed to field sobriety testing. Officers observed signs of impairment during the Horizontal Gaze Nystagmus test and noted balance issues during the Walk- and-Turn test. Minnesota State Patrol Troopers responded to assist with the DWI investigation. Troopers also detected a strong odor of alcohol and observed Defendant had watery and glossy eyes. Defendant admitted consuming approximately two to three shots of alcohol three to four hours earlier. Troopers administered a Preliminary Breath Test, which indicated an alcohol concentration of 0.134. Based on Troopers’ training, experience, and observations, Defendant was placed under arrest for Driving While Impaired and transported to the Hennepin County Jail.
At 2:18 A.M., Defendant was read the Minnesota Motor Vehicle Implied Consent Advisory and spoke with an attorney. Defendant subsequently agreed to a breath test and provided a Data Master sample showing an alcohol concentration of 0.13 at approximately 2:26 A.M. The VICTIM was transported by a friend to a hospital. Medical personnel later reported that the VICTIM was in critical condition due to injuries sustained in the motorcycle crash. Medical reports indicate the VICTIM was wearing a helmet and traveling approximately 35–40 mph when he struck Defendant’s vehicle and was thrown over the hood of the car.
The VICTIM reported a loss of consciousness and pain to his right leg and left wrist. Defendant is currently out of custody.
