On March 30, 2026, at 1:19 A.M., Officer Wegner with the Woodbury Police Department was on patrol driving northbound on I-494 approaching I-94 in the city of Woodbury, Washington County, when he observed that the vehicle travelling in front of him appeared to be speeding and was weaving within its lane. Officer Wegner activated his front radar and determined the vehicle was travelling 72 miles-per-hour in a 60 miles-per-hour zone. Officer Wegner initiated a traffic stop and made contact with the vehicle, which was occupied by four people.
While speaking with the driver, Officer Wegner noticed the female rear seat passenger was holding a pink "toot straw", which she tried to conceal in the back of her collar. The second rear seat passenger, a male later identified as ANDREW PAUL SCRUDATO, [DOB REDACTED], was not wearing a seatbelt, hunched over, and appeared to be concealing something. Both SCRUDATO and the female passenger displayed signs of narcotic impairment, such as droopy eyes and slow movements. SCRUDATO also appeared to be nodding off.
Officer Wegner spoke with the driver, who stated the passengers might have heroin and that he was pretty sure there might be narcotics in the vehicle based on how SCRUDATO was acting by not answering questions and slurring his speech. The female passenger was removed from the car, detained, and searched, at which point officers located the "toot straw" with narcotic residue inside her collar. As the front seat passenger exited the vehicle, Deputy Thienes observed a narcotics pipe in plain view. After all the occupants were removed from the vehicle, a K9 sniff was conducted, which alerted to the presence of narcotics.
Officer Wegner ran all four of the vehicle occupants through NCIC and learned that SCRUDATO had two active felony warrants for drug offenses. During a search of the rear passenger area where SCRUDATO had been sitting, officers located a black backpack that contained the following items: · $1652.00 cash · Scale with white residue that tested positive for fentanyl · Notebook with people's names, dollar amounts, addresses, weights, and tinfoil inside · Wallet with SCRUDATO'S identification · Drug paraphernalia · 5 pill containers with a white powdery substance · 3 medium sized bags with the same substance · 3 smaller bags with white crystal substance · 3 mini bags with a white crystal substance · A tie-off baggie with a large white powdery rock · A container with a blue lid that contained a white powdery substance · An orange prescription pill bottle with a crushed white substance inside These substances were identified via NIK-testing as 4.34 grams of cocaine, 2.13 grams of methamphetamine, and 17.53 grams of fentanyl.
Officers continued searching the backseat area of the vehicle where SCRUDATO had been seated and located a clear box containing the following items: · A white container with "10s" on it containing 6 small white powdery substances wrapped in small tinfoil · 3 baggies of a white crystal substance 3 82-CR-26-1340 Filed in District Court State of Minnesota 3/31/2026 · 1 baggie of a white powdery substance · A piece of tinfoil wrapped around a white powdery substance These substances were identified via NIK-testing as 1.90 grams of fentanyl.
