On May 22, 2026, at approximately 10:23 P.M., a trooper with the Minnesota State Patrol was on routine patrol traveling westbound on Dowling Ave, approaching 4th Street and the eastbound I-94 ramp in the city of Minneapolis, Hennepin County, Minnesota. The officer observed a Toyota Carolla sedan bearing Minnesota license plate [PLATE REDACTED] traveling the wrong way, stopped at a red semaphore. The trooper initiated a traffic stop and made contact with the driver who said, “I don’t know this place.” Based on their location the trooper directed the car to move ahead a short distance and then re-approached the car to continue his investigation.
The driver and sole occupant of the car, was identified as ALDWIN LOWE JARBOI, [DOB REDACTED], “Defendant” herein. While communicating with Defendant the trooper noted that he was speaking incomprehensively, had bloodshot and watery eyes, and the trooper could smell a strong odor of consumed alcoholic beverage. The trooper instructed Defendant to step out of the car and he cooperated with standard field sobriety tests. Defendant showed signs of intoxication and submitted a PBT sample that showed 0.306 at approximately 10:31 P.M. Defendant was placed under arrest and his vehicle was searched.
Troopers located a partially consumed bottle of vodka. Defendant was transported to the Hennepin County Jail and was uncontrollably shaking and appeared as if he was experiencing a medical emergency. Defendant was transferred to the Hennepin County Medical Center, and a search warrant was secured. A sample of Defendant’s blood was taken on May 23, 2026 at 12:11 A.M.; the results are pending. Troopers learned that Defendant had an active arrest warrant for failure to appear on May 23, 2023, in 27- CR-23-8108, a gross misdemeanor DWI offense.
Defendant’s driver’s license status was revoked. Defendant was booked and seen on the ••-CR-••-•••• on May 26, 2026. On May 23, 2026, when the trooper returned to work, he inspected his car and located a clear plastic baggie containing a white powdery substance where Defendant has been seated the day before. The trooper reviewed the squad footage and while it was not evidence when exactly Defendant disgorged the suspected narcotics, he was hunched over for a significant period of time, and no one had been in the car since Defendant.
The substance weighed 4.7 grams and field-tested positive for cocaine. Defendants has two prior aggravating factors: - Driving While Impaired conviction from July 14, 2017, in ••-CR-••-••••; and - Impaired driving-related loss of license on or about April 25, 2023. The State continues to consider additional charges. The State respectfully requests a warrant. Defendant’s conduct is a threat to public safety, and he has a three-year period of non-appearance in ••-CR-••-••••.
