At around 2:30 AM on March 21, 2026, Trooper Dostal saw two vehicles – an Infiniti and a Charger – drag racing on Interstate 94. The cars went north on Interstate 35E from Interstate 94, St. Paul, Ramsey County at speeds of 127 mph. Trooper Dostal activated his squad’s emergency lights and the Charger slowed and prepared to stop. The Infiniti accelerated and fled at 149 mph. The Infiniti darted to the right and took the Maryland Avenue exit. The Infiniti fishtailed and crashed on the northeast corner in brush along a fence.
A man in a light-colored shirt fled from the Infiniti. Officers found a phone on the ground near the Infiniti’s driver’s door. A driver’s license in the cell phone case belonged to MICHAEL JAREE HARRIS [DOB REDACTED]. A neighbor told Trooper Dostal that a man in a track suit tried to enter his home before running to the east. The crash was captured on camera. A man wearing a light sweatshirt or letterman jacket, dark pants, white shoes, and a white hat fled the crash. A drone and the State Patrol helicopter located Harris hiding on a wooded hillside.
Officers arrested Harris. Trooper Dostal noted a strong odor of alcohol coming from Harris. Harris had bloodshot, watery eyes. Harris denied drinking, and he declined to provide a preliminary breath test sample. Troopers obtained a search warrant to collect a urine or blood sample from Harris. Harris declined to provide a sample of either. On January 17, 2024, a warrant was issued for Harris’ arrest in Hennepin County District Court file 27-CR- 24-1293. Harris was charged with counts of possession of a trigger activator and felon in possession of a firearm.
On January 18, 2024, Harris failed to appear at an omnibus hearing on a VOCSL 1 in Anoka County District Court file 02-CR-23-7409. Harris has 4 prior felony convictions: VOCSL 1, VOCSL 2, VOCSL 3, and VOCSL 5.
