On June 28, 2025, at approximately 8:33 P.M., while in the City of Duluth, St. Louis County, State of Minnesota, Duluth Police Officer K. Pederson was dispatched to the area of 27th Ave W and W Superior St. For the report of a crash with injuries involving a motorcycle. Officers arrived on scene spoke with an involved male SCOTTY PATRICK BLOTTI, [DOB REDACTED], Defendant herein, who was sitting in the grass on his knees keeled over on the Southeast corner of 27th Ave W and W Superior St. Defendant was complaining of pain in his rib area and was provided medical attention by Duluth Fire shortly after I arrived on scene.
Defendant said he was driving eastbound on Superior St when he was struck by a vehicle pulling into the intersection. Defendant alleged that he had a green light. Defendant was difficult to understand because he was moaning in pain from the crash and this was the extent of the statement the officer received from him. Eric Jason Dahlberg [DOB REDACTED] said he witnessed this incident from near the Subway which is just west of where the crash took place. Dahlberg said that Defendant had the green light but saw this from approximately 100 yards away.
Dahlberg said the other vehicle WI ARZ9086 a red 2007 Chevrolet Malibu was traveling westbound on Superior St and making a lefthand turn onto 27th Ave W when the vehicles collided. Officer Pederson later spoke with Officer Holty who said his driver told him she had a green arrow and did not see the vehicle she hit. Officer Holty also spoke with the initial reporting party who said the driver of the Malibu had the right of way with the green arrow to turn left onto 27th Ave W and that she saw Defendant run the red light.
Damage to the vehicles was also consistent with what Officer Holty told Officer Pederson. There was damage to the front passenger side of the Impala and apparent damage to the front of Defendant’s moped which had a headlight hanging from it amongst other damage. Defendant was transported to St. Lukes by Mayo. Officer Pederson arrived at St. Lukes a short time later and advised Defendant he is not supposed to be driving and to expect charges related to this incident. Defendant claimed that because his moped was below 50 cc's that he didn't need a driver’s license to operate it which is not the case per Minnesota state statute.
Defendant also admitted to officer that he does not have insurance for the vehicle. A computer check with the Minnesota Department of Public Safety listed the Defendant's driving status as Canceled-Inimical to Public Safety with no intervening reinstatement of driving privileges.
