On December 9, 2025, at approximately 12:37 A.M., police responded to the area of [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota, regarding multiple reports of someone stealing copper wire from streetlights. Comments indicated that the lights were out, and callers observed seeing someone at the base of the streetlight pulling wires out. Additional comments stated there were two suspects, and they were last seen going eastbound on Jessamine Avenue. As law enforcement approached the area, an officer observed a person standing next to a streetlight.
As the person observed the squad car driving towards them, they began running south toward the houses. As police got closer, the person ran between two houses into the backyards. Police pursued the person on foot and caught him behind a shed in the backyard. The person was identified as TEE PEH – [DOB REDACTED]. Police located multiple pairs of pliers, wire cutters, and other burglary tools on PEH’s person. Later, while being booked into jail, police located a small plastic baggie inside PEH’s wallet that contained suspected narcotics.
Police observed multiple damaged streetlights where the covers were removed and copper wire exposed and pulled out. The original complainant, AIR, told police that he observed a person crouched down by the streetlight appearing to take wire from the light. AIR said another male followed shortly behind the first and was also stealing from the streetlights. Following a Miranda advisory, PEH was asked what he and his buddy were doing out there where he was stopped. PEH responded that the male he was with could get him some money and do the wire.
When asked if he cut the wire, PEH affirmed that he did. PEH denied taking any wire. PEH stated that it was his first day and first time taking wire from the streetlights. PEH reported that he only knows the other male as “B”, who he knows through a mutual friend. PEH said “B” offered him a way to easily make money, and the plan was to steal wire then sell it at an unknown location. PEH denied having a phone number for “B”, and said they just talked at their mutual friend’s residence. Presumptive testing on the suspected narcotics in PEH’s wallet yielded a positive result for fentanyl with a net weight of.50 grams.
The following information is offered for purposes of Rule 6.02. PEH has a pending case involving felony charges of Fifth Degree Drug Possession and Possession of Burglary or Theft Tools in Ramsey County District Court File No. 62-CR-25-8387. PEH was granted a conditional release at his First Appearance on November 12, 2025. PEH also has pending cases involving charges of gross misdemeanor Theft and misdemeanor Receiving Stolen Property in Ramsey County District Court File No. 62SU-CR-25-1632 and misdemeanor Theft in Ramsey County District Court File No. 62-CR-25-3712.
