On March 26, 2026 at approximately 0543 hours, RPD officers were dispatched to 315 SE 12th Street, Rochester for a report of motor vehicle theft. The reporting party, an adult male fully identified in police reports and hereinafter referred to as Victim, [NAME REDACTED] had parked his car at the gas station and that a customer stole it. Ofc. Turner took a statement from Victim, who stated that his phone and $1,000 cash were in the vehicle. He identified the denominations that the cash was in. He identified the vehicle by MN License plate.
Ofc. Johnson and Ofc. Turner reviewed surveillance footage from the gas station, and observed a white female enter the driver’s seat of the vehicle. The female drove away as the sole occupant in Victim’s car. The female was identified as defendant herein, Emma Jo Lynn Monson [DOB REDACTED]. Ofc. Johnson recognized the female as defendant, and had spoken with Ofc. Hanson, who stated that he and Ofc. Feddersen had contacted Defendant in the area of the gas station on the same day, approximately one hour before Victim’s initial report.
The vehicle was marked stolen in NCIC database with consent of Victim [NAME REDACTED]. Later that same day, at approximately 1607 hours, Ofc. Greenwald of the Cottage Grove Police Department in Cottage Grove, WI stated that the vehicle had been located at a gas station in Cottage Grove, WI. Defendant and another subject were apprehended in the vehicle. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
