On December 3, 2025, at approximately 8:26 P.M., Sartell Police Officer Curtis Grosz was dispatched to a behavioral health call at Victory Court Apartments located on Victory Ave., City of Sartell, County of Stearns, State of Minnesota. Upon arriving, Officer Grosz was made aware from D. A. F [DOB REDACTED], another resident of the apartment complex, that water was pouring from the ceiling of her apartment from the apartment right above. Officer Grosz went to this apartment, was let inside by a roommate, and learned that COLIN MICHAEL FREIHAMMER [DOB REDACTED], the Defendant herein, had locked himself in the bathroom.
Officer Grosz observed water seeping under the bathroom doorframe. Both the sink and shower were running. The Defendant was throwing things around from inside the bathroom, yelling things like "everyone is going to die." Officers were able to slightly see inside the bathroom and observed the Defendant sitting perpendicularly in the overflowing bathtub. After noticing that, officers were able to get inside the bathroom. The Defendant closed the door and continued to splash water out of the tub and sink, which led to the electrical breaker for the lights to go out.
At this time, officers advised that the Defendant needed to exit the bathroom because he was under arrest for criminal damage to property, as his actions were causing water damage to other apartments. The damage to the property was approximately $5,530.00. Complainant has reason to believe and does believe that the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 3rd day of December, 2025, in the City of Sartell, County of Stearns, State of Minnesota, committed the offense described herein.
