On November 28, 2025 officers of the Rochester Police Department responded to F & M Community Bank in the City of Rochester, Minnesota regarding a fraudulent check that a male subject was attempting to cash. The account holder had reported that the bank had notified him that someone was attempting to cash a stolen check from his account. The check was determined to have been one of several that had been reported stolen from Thatcher Pool and Spas on November 19, 2025. Dispatch provided the suspect's vehicle license plate as MN KSC899, a 1994 red Ford Ranger registered to SCOTT RAY FRAZIER, [DOB REDACTED]. Officer Roussell made contact with the suspect at the bank, and he was identified as Scott Ray Frazier.
Frazier claimed that someone named Misty had given him the check and that she wanted him to cash the check for her because she did not have an ID. Frazier claimed that Misty wrote the check in his name and instructed him to cash it at this specific bank. When asked how he knew Misty, Frazier stated he met her through an individual named Corey. Officer Roussell spoke with a bank employee, who stated that Frazier approached the drive through window and presented to check along with his ID and requested to cash it.
The check was made out to Frazier. Another bank employee stated that the check was flagged as one of 19 checks that had been reported stolen from Thatcher Pool's mailbox the previous week. Two other checks had already been processed but this was the first one where someone presented it in person. Officer Roussell was given the check, which was made out to Scott Frazier and had his Tennessee address on it. The check was in the amount of $1,151.36. According to bank staff, the vehicle Frazier had arrived in had been observed in the parking lot earlier that day for approximately 30 to 45 minutes before leaving and later returning.
Frazier stated that he had briefly parked in the lot earlier to wait for his girlfriend. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE.
