The Complainant having reviewed the applicable reports believes the following facts to be true: that on November 16, 2025 at approximately 11:13 P.M. A Saint Paul police officer observed a motor vehicle (MN plate JGD558) being driven near the intersection of West 7th Street and St. Clair Avenue in the City of Saint Paul, Ramsey County. The vehicle initially had no rear lights on, was observed weaving back and forth, and was traveling approximately 40 mph in a posted 30 mph zone, so he pulled it over and eventually was able to identify the driver as Tiffany Latrice MCGUIRE, [DOB REDACTED], MN ID # P93610887431, Defendant herein.
Defendant had vomited inside the vehicle, and vomit was visible not only on the seats but on her shirt and pants. She had an odor of alcohol on her person and bloodshot watery eyes. Defendant refused any preliminary testing, but as she was visibly intoxicated, she was placed under arrest for DWI and transported to the Ramsey County LEC for testing. After hearing a rights advisory, Defendant agreed to take a breath test, the result of which was a.20 at 12:21 A.M. Defendant has a prior DWI conviction from 2023.
