On or about March 29, 2026, officers from the Coon Rapids Police Department were dispatched to a residence in the city of Coon Rapids, Anoka County, Minnesota, on a report of an ongoing domestic incident. The reporting party, a caller from a different apartment identified in the reports, stated that she heard a female voice screaming for help and multiple doors slamming, as if someone was being locked in. She also reported hearing a female crying against a door. Upon arrival, officers could hear a child crying and talking near the apartment door.
Officers knocked and made contact with MILEENA EDERICK MOY EGZAVIOUR [DOB REDACTED], hereinafter “Defendant,” and his minor daughter “Victim,” hereinafter, fully identified in the police reports. Victim was visibly upset and crying. Officers separated Victim [NAME REDACTED] reported Defendant choked and hit her. Victim [NAME REDACTED] attempting to go to her friend’s house, but Defendant would not allow her to leave. Victim reported Defendant began pushing her to prevent her from leaving, but then placed his arm around her neck, strangling her to the point she could not breathe.
Officers observed purple marks, swelling, and scratches on the left side of Victim’s neck. Defendant claimed that Victim [NAME REDACTED], at which point he restrained her by wrapping his right arm around her neck and placing her in a chokehold. Defendant acknowledged that he may have applied the chokehold too tightly and for too long. Victim was transported to Mercy Hospital for further evaluation.
