On December 17, 2025, at approximately 7:26 P.M., deputies of the Mower County Sheriff’s Office responded to a residence in the County of Mower for a report of a sexual assault. Witness 1 (an adult female) advised that her friend, Victim A (an adult female), was at her home and wished to report that her ex-husband, JESSIE ALLAN RIESE, DOB/082678, the defendant herein, had assaulted her. Deputy Mueller arrived at Witness 1’s residence and made contact with Victim A. Victim A told the deputy that she and the defendant had divorced in September of 2025. She stated that he has an apartment in Grand Meadow, but has yet to move in.
Victim A said that the defendant did leave her residence located in the County of Mower from the time of the divorce until mid-November but had recently been staying at her house and was sleeping on the couch. Victim A stated that earlier in the day, at approximately 2:00 A.M. To 3:00 A.M., she had been asleep in her bedroom when she was awoken by the defendant having sex with her. Victim A stated that she was scared and thought that if she pretended to still be asleep it would “be over faster.” Victim A said that she continued to lay there with her eyes closed and did not fight back or say anything while the defendant sexually assaulted her.
Victim A stated the defendant penetrated her vagina with his penis. She said he continued for a few more minutes until he ejaculated inside her. Victim A stated that the defendant was “going harder” and that the defendant caused her physical pain during the sexual assault. Victim A stated that when the defendant finished, he covered her up with a comforter, lay next to her for several minutes, kissed her on the cheek and left the bedroom. Victim A said that later in the afternoon, the defendant had gone into her bedroom and asked about stains on her bed and chuckled.
Victim A advised Deputy Mueller that the stains were from his ejaculation. Victim A told the deputy that the defendant had sexually assaulted her in the same manner back in May. During that incident, Victim A did not wake up, but the defendant told her about it the next day and “thought it was funny.” Victim A also told Deputy Mueller that the defendant has physically assaulted her in the past and caused her to suffer a brain injury. While speaking with Victim A, Deputy Mueller observed her getting visibly upset and was crying.
Victim A stated that she was fearful of the defendant, especially if he found out she reported him. She stated he has a history of physically assaulting her, had mental issues, and alcohol dependency issues. She stated that she has not reported previous incidents due to the defendant being “manipulative.” After speaking with Victim A, she and the deputies went to her residence to collect evidence. Victim A showed Deputy Mueller her bed, and he observed multiple stains with a white crusty substance on the bedsheet.
