On April 28, 2026, at approximately 3:04 PM, a Minnesota State Patrol Trooper was dispatched to a report of a domestic assault inside a moving vehicle. Dispatch advised that the reporting party appeared to be the victim, later identified as T. L. B., Victim herein, on an open 911 line. Dispatch advised that Victim did not sound like she was talking freely. Dispatch advised that they could hear, on the open 911 call, a male say “if you die, imma die.” Dispatch further advised that they heard a female whisper “please help me.” The suspect vehicle was eventually located exiting to 34th Avenue in the City of Minneapolis, and a traffic stop was conducted.
Troopers made contact with the Victim driver, and the front seat passenger, Levi Edward Manning ([DOB redacted]), Defendant herein. Defendant reported that Victim was his “girl” and they had been together for about a year. Defendant further advised that he lived with Victim, since he keeps stuff at her residence. A Trooper spoke to Victim who reported that Defendant had struck her with a closed fist earlier while they were at her residence, located on Northdale Blvd NW, city of Coon Rapids, county of Anoka, Minnesota.
Victim acknowledged that she was hurt and showed the Trooper her inflamed right eye socket and temple area. Victim reported that she was worried that Defendant would hurt her if he was arrested and found out that she had reported him. Victim reported that she had called 911 in secret on her phone in order to get assistance after attempting to use the "SOS" button in her vehicle multiple times. Defendant has the following out-of-state prior qualified domestic violence-related convictions in the past ten years: Cook County, Illinois, Aggravated Assault/Use of Deadly Weapon, guilty 03/27/2024 Kansas City, Missouri, Domestic Assault, guilty 06/02/2021 Kansas City, Missouri, Violate Order for Protection for Child, guilty 01/26/2021 Kansas City, Missouri, Assault, guilty 09/06/2019 The State requests a body only complaint warrant in this matter and requests that the Defendant be held in custody until appropriate bail and conditions of release, to include no contact orders, be set pursuant to Minn.
