A sworn officer with the St. Cloud Police Department duly states the following facts establish PROBABLE CAUSE: On or about March 26, 2025, at approximately 8:07 P.M., while on routine patrol, St. Cloud Police Officer Daniel Long received and automatic license plate recognition (ALPR) hit and ran license plate [PLATE REDACTED]. Officer Long learned the secondary owner, Melissa Ann Buser, [DOB REDACTED], the defendant herein, had a cancelled driving status. Officer Long initiated a traffic stop at 15th Avenue North and 8th Street North, within the City of St. Cloud, County of Stearns, State of Minnesota, for owner's cancelled status.
Officer Long made contact with the driver and asked if she was the defendant. The defendant confirmed she was. Officer Long explained the reason for the stop was her cancelled status and the defendant stated she was driving her daughter to the hospital for a medical issue. When questioned, the defendant stated she did not have proof of insurance and did not have the money to pay for insurance currently. The defendant's driver's record states her status or privilege to drive in the State of Minnesota was Cancelled on February 19, 2025 and had not been reinstated as of March 26, 2025. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute the complainant's basis for believing that the above-named defendant, on or about March 26, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the described offenses.
