On November 21, 2025, Woodbury Police Department Officer Overbey responded to a residence in Woodbury, Washington County, Minnesota for a report of a theft from a vehicle. The complainant, hereinafter identified as "Victim 1" (an adult male fully identified in police reports), advised that his unlocked work van was parked in the street and an unknown subject entered the van and stole several wallets, a lunch box and a gray backpack. Victim [NAME REDACTED] one of the credit cards that was in his wallet was used in an attempted purchase in the amount of $507.95 at the Walgreen's located at [ADDRESS REDACTED] at 0953 hours on the 21st.
The transaction was not completed and no loss was reported. Another credit card stolen from the van belonging to a second victim, hereinafter referred to as "Victim 2" (an adult female fully identified in police reports) was also used on November 21, at the Walgreen's located at [ADDRESS REDACTED] at 0939 hours. He also described the suspect as a black male in his 20s, wearing a black face mask and black jacket. Officers obtained surveillance footage from the Walgreen's located at Donegal drive and observed an individual matching the description given by Victim 1 complete the fraudulent transaction there, purchasing $516.65 worth of gift cards. The same individual is also seen on surveillance footage at the [ADDRESS REDACTED] Walgreen's attempting to purchase $507.95 worth of gift cards. However, this transaction was terminated when the suspect exceeded the maximum purchase amount of $500.00 on the stolen credit card.

A check of previous reports indicated similar activity in the area (stolen property from unlocked cars) on November 17, 2025. That theft involved the use of a black Audi A4 sedan, bearing Minnesota license plate TBS***. A check of the license plate reader cameras on the area showed that TBS*** hit on the Valley Creek/Queens Drive camera at 0949 hours on November 21. Det. Hane was assigned to conduct follow-up investigation on the case and was able to determine that the gift card purchased at the Donegal Drive Walgreen's was later used at several locations in Washington County on the night of November 21, 2025. Det.
Hane was able to obtain video surveillance images from the use of that gift card and identified the person using the gift card as NASZIR ZAVION JUSTICE GRESHAM [DOB REDACTED]. Gresham is wearing the same clothing in those surveillance images that the suspect purchasing the gift cards was wearing, but his face is uncovered. Gresham was arrested on December 1, 2025 (shortly after being observed in the aforementioned black Audi) as a result of being the subject of a number of investigations across the metro area.
