On April 18, 2026, at 1135 hours, North St. Paul police officers responded to an assault call at [ADDRESS REDACTED], North St. Paul, Ramsey County. Police spoke to MRA, [DOB REDACTED]. She stated that her neighbor, Teresa Lynn Ruzin, [DOB REDACTED], who lives across the hall, threw a large hammer at her. MRA had just returned from walking her puppy and was preparing to enter her apartment. Ruzin appeared in the doorway of her apartment and said, “Get away, whore!” Ruzin threw the hammer at her. It missed and struck the sheetrock wall.
It bounced off that wall and struck the wall on the other side. Police observed damage to both walls. The damage appeared consistent with MRA’s account. MRA ran into her apartment with her dog to get out of harm’s way. She was able to take a photograph of the hammer on the hallway floor before Ruzin retrieved it. Officers knocked on Ruzin’s door. She answered. Officers saw the hammer in plain view right inside of Ruzin’s apartment door. Officers arrested Ruzin. She resisted officers as they were walking her down the stairs.
Ruzin declined a custodial interview. The hammer weighs 16 pounds. On April 17, 2026, officers responded to a report of Ruzin sitting outside of her apartment in possession of a taser. She was making statements about lighting people on fire. They did not arrest Ruzin at that time as they felt that she did not make a direct threat to MRA at that time.
