November 10, 2025, troopers with the Minnesota State Patrol received a driving complaint related to a vehicle driving in Golden Valley, Hennepin County, Minnesota. Troopers ran the vehicle’s license plates and found that it was registered to Wayne Bracy, Jr. [DOB REDACTED] (“Defendant”). Defendant’s driver’s license status was cancelled. Troopers initiated a traffic stop. The driver was identified as Defendant. While speaking with Defendant, troopers observed an open bottle of alcohol in a duffle bag in the backseat.
Troopers asked Defendant when the last time he drank, and Defendant replied that the bottle was for social events and that he does not drink. Troopers noticed that Defendant’s eyes were glossy. Troopers asked Defendant to exit the vehicle; Defendant complied. When Defendant opened the vehicle’s door, troopers observed a small piece of tinfoil with burnt residue on it. Defendant was asked to perform standardized field sobriety tests (“SFSTs”). Defendant complied and showed clues of impairment. Defendant submitted to a preliminary breath test which showed a reading of 0.000. Defendant then conducted an additional field sobriety test which showed clues of impairment.
Troopers arrested Defendant for driving while impaired. Troopers obtained a search warrant for the Defendant’s blood and obtained a sample. The Bureau of Criminal Apprehension conducted toxicology, results indicated the presence of cocaine in the Defendant’s system. When Defendant was handcuffed, he was holding a folded dollar bill in his hands. Troopers retrieved the dollar bill and found that it contained a substance that field tested positive for Cocaine, a schedule-II controlled substance, and weighed 0.70-grams.
Troopers searched the vehicle whereby they found a jacket, in the backseat, that contained a small scale. A review of the Defendant's driving record shows two prior driving-related incidents including: license revocation on May 26, 2025, and an Implied Consent on March 3, 2025. The Defendant is not in custody.
