On September 25, 2025, officers and medics were sent to the Villas at [ADDRESS REDACTED], St. Paul, Ramsey County on a medical. Medics performed CPR and other medical interventions on CC [DOB REDACTED]. Medics pronounced CC dead at 4:08 PM. On August 30, 2025, CC was taken to Hennepin County Medical Center because he was in a car accident. CC was diagnosed with a fractured hip. On September 24, 2025, CC was transferred to the Villas for further recovery and rehabilitation. Staff noted that CC had a prescription for methadone, but he had been weaned off it while at HCMC. Methadone was not on CC’s medication list that had been sent to the facility for CC, and staff were not providing CC with methadone at the Villas.
Staff saw CC sitting in a wheelchair outside earlier in the day. CC appeared to be drowsy – he fell asleep and snored while sitting outside. A staff member did a sternum rub on CC and woke him. CC went back into his room. Staff last saw CC alive between 2:30 PM and 3:00 PM that afternoon. Staff later found CC not breathing in his bed when they went to take his vitals. They began CPR on CC and called 911 at around 3:27 PM. Staff found two bottles of methadone on CC. The methadone bottles had been prescribed to ILYANA PRISCILLA ANDERSON [DOB REDACTED] – her name was on both bottles.
Each bottle contained a 95 mg dose of methadone. One bottle had been dispensed on September 19, 2025, and the other bottle had been dispensed on September 22, 2025. Anderson showed up while officers were at the Villas. Anderson sought answers. Anderson said she and CC were in recovery. Anderson said CC was having a tough time with his pain, and he was frustrated with his condition. Anderson came to visit CC around 10:00 AM to put money on his card. Anderson said CC was prescribed oxycodone and methadone.
She was worried staff had given CC methadone along with his other prescriptions. When asked if she knew how CC may have gotten methadone, Anderson replied, “I don’t. I didn’t bring him any.” Anderson left to run errands. They later talked on the phone around noon, and Anderson thought he was behaving oddly – slurring his words and dropping his phone. CC did not answer Anderson’s multiple calls or respond to her later texts. Surveillance video showed CC outside the facility in a wheelchair. Anderson stood near CC with a backpack-style purse in her possession.
Anderson opened up the purse and lowered it in front of CC. CC reached into Anderson’s purse and removed something from it. Anderson removed a lanyard from CC’s neck, got into the rear passenger seat of a white car, and left. A minute after Anderson left, CC drank something from a light-colored container consistent with the methadone bottles later recovered from him. A minute after that CC took another drink. Anderson wore the same clothing when she returned to the Villas that she wore when she let Anderson take the methadone from her purse.
