On December 23, 2025, at approximately 12:34 PM, Ofc. Hoklin of the Rochester Police Department was dispatched to a residence in SE Rochester, Olmsted County, Minnesota, on a report of a past-action domestic assault. There was a complaint that Victim- a female fully identified in police reports, had been assaulted by her husband Romen Chowdhury ([DOB REDACTED]), Defendant herein, the evening of December 22, 2025. The complainant also reported that Defendant had been assaulted in the past, but this went unreported by Victim [NAME REDACTED] was fearful of Defendant.
Ofc. Hoklin made phone contact with Victim and she agreed to meet with him at the residence. Ofc. Hoklin made contact with Victim at the residence where she was with her two juvenile sons. Victim [NAME REDACTED] had a conflict with the Defendant on December 22. Victim [NAME REDACTED] was very controlling of her and that he was upset that she had completed a school program that helped her obtain a new job. At dinner, Defendant, who Victim [NAME REDACTED], began drinking whiskey. Defendant began swearing at the children.
Ultimately, Defendant went to go sleep upstairs. After Victim had gotten the children to bed, she stayed up to exercise, and then went to bed. Victim [NAME REDACTED], but he was not. When Victim [NAME REDACTED], Defendant demanded Victim [NAME REDACTED]. Victim [NAME REDACTED] did not want to and that she was tired. Defendant pinched Victim's breasts which caused her pain. Defendant grabbed the back of Victim's neck and tried to force it downward. Victim fought back and scratched Defendant on the hands and face.
Defendant put his hands around Victim's neck. Ofc. Hoklin observed that Victim's neck had a scratch and bruising by her throat. Victim said she maintained the ability to breathe. Defendant head-butted Victim in the nose which caused bleeding. Victim [NAME REDACTED] on both hands, wrists, and forearms. Victim [NAME REDACTED] injuries from the incident which her nose bleeding. Both of Victim's sons reported that Defendant was abusive towards their mother. Officers located Defendant at his place of work and took a statement from him.
Defendant stated that he and Victim [NAME REDACTED] one another the night of the incident. When Victim [NAME REDACTED], Defendant said that Victim [NAME REDACTED] into the wall next to the bed. Defendant then put his hands out and grabbed Victim around the neck to protect himself. Defendant had scratches on his hands and forearms. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
