Your complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on 1:51 P.M., Officer A. Martin responded to the 400 block West Bridge Street, in the City of Owatonna, Steele County for an unknown medical, possible seizure. Upon Officer A. Martin's arrival, she observed a vehicle bearing Minnesota license NJU235 facing westbound in the 400 block of Bridge Street West. The vehicle was mostly in the outside lane with the rear driver's side tire on the center line.
An unidentified male handed Officer A. Martin the keys to the vehicle. Officer A. Martin observed a male and sole occupant in the driver's seat of the vehicle. The male was moving back and forth with his eyes closed and was responsive to sternum rubs. Officer A. Martin observed the male to be very sweaty and he could not answer basic questions. Officer A. Martin located a wallet in the male's shorts pockets and identified him as Devin John Sawyer, [DOB REDACTED], the registered owner of the vehicle.
Officer A. Martin observed in plain view in the cup holder of the center console, a large plastic baggie containing a white powdery substance. Based on her training and experience, Officer A. Martin knew this substance to be consistent with cocaine and also packaged consistent with illegal narcotics. Officer A. Martin took possession of the substance, which later NIK tested presumptive positive for cocaine. The weight of the baggie with white powdered substance, FTP cocaine was 8.2 grams. Officer A. Martin responded to the Owatonna Hospital Emergency Room where Sawyer had been transported to.
Officer A. Martin applied for a DWI blood/urine search warrant which was granted by a judge. Officer A. Martin responded to Sawyer's hospital room where Sawyer was now alert and conscious. Officer A. Martin read Sawyer his Miranda Rights and he stated he understood them. Sawyer advised he would submit to a blood test. The search warrant was executed on August 18, 2025 at 2:51 P.M. By Lab Assistant Estella Gonzales. Officer A. Martin observed kit B470841 to have an intact integrity seal, powder was present in the tubes and had an expiration date of January 31, 2026. Officer A. Martin packaged and sealed the kit directly in front of Sawyer.
Sawyer stated " I was the only person in the car. That was my car. This isn't me blaming someone else. I don't know what happened. That's not my stuff." (At this time, Sawyer had not been told anything was located in the vehicle). On November 4, 2025, Officer A. Martin was asked to complete the paperwork from the lab results obtained from the Minnesota BCA.
