On November 12, 2025, Minneapolis Police officers were dispatched to an accident on Como Ave SE and 12th Ave SE in Minneapolis, Hennepin County, Minnesota. Upon arrival, officers observed a vehicle parked crookedly on the right side of the street and a male later identified as DELAJUANTE ROMEL MOORE [DOB REDACTED], Defendant herein, exiting the driver’s seat while his girlfriend was standing by him. When the officers identified themselves, Defendant turned around on the sidewalk. Defendant spoke very quietly and was unable to maintain his balance.
Defendant almost tripped over his girlfriend’s foot. Defendant had a small amount of blood on his chin and ear but refused to respond to officers about the cause. Officers observed the front of the vehicle Defendant exited from had major disabling damage and a wheel was broken from the rod of the vehicle. Defendant stated that he was just smoking but later retracted that statement and claimed the vehicle was damaged about a week ago. Defendant had slurred speech and smelt of consumed alcoholic beverage.
Defendant was unable to provide a clear story regarding the incident. He had a foamy saliva round his mouth. In an attempt to perform a field sobriety test, officers asked Defendant if he had any physical disabilities that would prevent him from doing the test, and he stated that he had bad eyes and needed glasses. For that reason, officers did not conduct the nystagmus test. Officers gave the one leg stand test instruction and demonstration. Defendant was not able to maintain balance and did not count as instructed to do so.
It was difficult to communicate with Defendant as his speech was slurred, quiet and unclear. Defendant’s girlfriend was on the phone with his mother and officers heard that Defendant had a TBI. Defendant also stated that he was getting “lit.” Defendant was placed under arrest. Multiple witnesses told officers that Defendant struck another vehicle down SE 12th Ave. The vehicle had disabling damage on the left side of the vehicle. There were broken vehicle parts and pieces on the street. Officers attempted to conduct a breathalyzer test, but Defendant refused.
Officers obtained a search warrant for Defendant’s blood from a just and transported Defendant to Hennepin County Medical Center. Defendant was aggressive and resisted; medical staff needed to restrain him. Defendant kicked a pregnant nurse on her left shoulder. The nurse stated that Defendant kicked her intentionally. Officers observed redness on the nurse’s left shoulder area. Defendant refused to provide a blood sample.
