On December 4, 2023, Defendant Michael Edward Rappleyea (12/4/81) became required to register as a predatory offender, following his conviction in ••-CR-••-•••• for a criminal sexual conduct matter. He signed his initial paperwork, and acknowledged the requirements that he needed to keep his address updated with the BCA, and to notify the local police department if he became homeless. Defendant provided an address in Fridley on 5th Street NE, in Anoka County. On November 1, 2025, Fridley Police were notified that Defendant had been trespassed from the apartment complex where he was registered, but was seen returning to the area.
Fridley Police left two contact cards, neither of which were returned. Police spoke with the apartment manager, who stated that Defendant had not resided at the complex for several months due to the trespass. From the manager, law enforcement obtained a phone number and spoke to Defendant, who admitted that he was homeless and not living in the Fridley area. Police advised Defendant that he needed to immediately register with the city police where he was staying, and told him to complete this within one week.
After two weeks passed, Defendant still had not updated his registry. Defendant's whereabouts remain unknown, and his POR still has not been updated. Accordingly, the State is seeking the issuance of a warrant with this complaint.
