On 08/31/2025 at about 1136 hours, St. Paul Police Officers spotted a 2007 Subaru lmpreza (MN/FCX140) driving west on Idaho near Manton in St. Paul, Ramsey County. The driver of the vehicle was later identified as Lor VANG [DOB REDACTED]. VANG quickly turned north on Manton and loudly accelerated away. Officers tried to catch up to the vehicle which continued accelerating rapidly as it traveled to Larpenteur and then to Clarence St. Officers estimated the vehicle’s speed at 40 miles per hour in a 20 mile an hour residential zone.
The vehicle was also displaying license tabs that expired in December 2024. Officers initiated a traffic stop at Clarence and Nebraska at which time VANG made a furtive movement by reaching with his right arm and leaning his body towards the vehicle’s center console. Based on their training and experience, Officers believed VANG was trying to discard narcotics or a weapon from his person. VANG, who was visibly nervous, told the Officers he was headed to the "OMV." Officers noted that it was Sunday and the “DMV” was closed.
They also saw crystal-like particles on VANG’s shirt and a large blue torch style lighter in the vehicle, which is commonly used for smoking narcotics. VANG was removed from the vehicle. His driver’s license was found to be revoked. During a search of the area where VANG was seen reaching, Officers found a plastic baggie with a white residue and 3 crystal-like shards that later tested positive for methamphetamine with a net weight of 2.70 grams.
