On March 17, 2025, at approximately 12:43 P.M., law enforcement officers were dispatched on a call of a suspicious vehicle parked in the middle of the road on Woodbine Lane in Brooklyn Center, Hennepin County, Minnesota. Upon arrival, officers located a lone female, subsequently identified as HEATHER DENISE WANGSTAD [DOB REDACTED], "Defendant" herein, slumped in the driver's seat of the running vehicle that was parked in the middle of the road. Officers immediately observed a syringe and a spoon with white residue in the passenger seat of the vehicle.
Officers asked Defendant to get out of the vehicle after knocking on the window several times. When officers were identifying Defendant, Defendant stated that she had methamphetamine and fentanyl in the vehicle. Defendant also admitted to using a few hours prior. In a search of the vehicle, officers located a clear container containing a purple-powder substance that officers suspected to be fentanyl, as well as a purple container containing a white-powder substance that officers suspected to be methamphetamine.
Officers conducted field-sobriety testing given the circumstances and administered a PBT where Defendant blew.00. Based on Defendant's performance on the testing, officers determined Defendant to be under the influence of a controlled substance. Defendant was then transported to the Hennepin County Medical Center in Minneapolis, Hennepin County, and a sample of Defendant’s blood was taken at around 4:06 P.M., pursuant to a signed warrant. The results of the blood draw show that at the time of arrest, Defendant’s blood contained Schedule I or II controlled substances, namely: Fentanyl and nor-Fentanyl.
The suspected narcotics, the purple and white powdery substances, were subsequently sent to the BCA for testing. One of the containers was determined to contain Fentanyl and weighed 1.096 grams. Defendant was also determined to have a prior DWI conviction, outlined in MNCIS file ••-CR-••-••••. Defendant is not presently in custody.
