Based on reports from an incident occurring March 19, 2026, your complainant offers the following to establish probable cause: On March 19, 2026, at about 4:33 P.M., officers from the Oakdale Police Department responded to the Hampton Inn and Suites, located on Imperial Avenue North in the City of Oakdale, Washington County, Minnesota. Officers spoke with hotel employees, who said that the two men who had been occupying room 126 were late in checking out of their room. The men eventually left the room and were in the lobby restroom for about 30 minutes.
When the men left room 126, employees entered and were overcome by a gray haze which immediately made them dizzy. The employees quickly left the room, but not before observing blood on a pillow. The employees also observed that one of the men appeared to have an object they believed could be a firearm in his waistband. The men were still in the lobby restroom when police arrived. Officers attempted to enter the bathroom, but it was locked. Officers told the men to come out. Eventually, one of the men came out.
The man initially refused to identify himself, but police eventually identified him as ABDI SEID MUSSE, [DOB REDACTED]. Officers learned that Musse had an active felony arrest warrant from Hennepin County and placed him under arrest. Officers searched Musse and found a piece of tin foil in his left pants pocket. Inside the foil was a pink crystalline substance, which later tested positive for both fentanyl and methamphetamine. A formal weighing of the fentanyl/methamphetamine mixture has not been conducted for safety reasons, but based on weighing the substance with packaging and the known weight of the packaging, the weight of the mixture appears to be greater than 0.05 grams.
Officers searched a bag that was on the other male's person. In the bag, police found aluminum foil with a straw, a pill bottle containing pills, and a P290RS Sig Sauer handgun. Officers later entered the hotel room and were immediately overcome by a strong chemical odor, which caused physical symptoms in the officers. The hotel employees and officers who entered the room received medical attention as a result of their exposure.
