On 11/6/2025 X'Zarion Seke Gyasi Hill [DOB REDACTED], hereafter Defendant, entered the Target located at [ADDRESS REDACTED] NW in the City of Coon Rapids in the County of Anoka. As Target Security observed, Defendant concealed items on his person as he proceeded through the store. Approaching the electronics section, Defendant used a lighter to attempt to burn through the spider wrap (a wired alarm attached to high value products which goes off if the wire is cut, or the product is removed from the store) on a pair of headphones.
Defendant was not able to break through the wrap with the lighter, but the product box, pegboard, and spider wrap were damaged in the process. Security attempted to confront and prevent the Defendant from leaving with the items on his person, but was unable to. Target Security alerted the Coon Rapid Police Department, and an Officer arrived on the scene just as the Defendant in his vehicle were pulling out of his parking spot. The Officer turned on his emergency lights as he approached in his squad vehicle.
The Officer observed the Defendant to stop backing out when he saw the Officer's vehicle, but the car was not turned off. The Officer identified himself, and gave audible commands to turn off the vehicle, but the Defendant did not. The Officer then began to approach the vehicle at a walk, at which point the Defendant accelerated away at a high rate of speed. The vehicle drove out of the parking lot, and a pursuit ensured. Cars were forced to stop abruptly as the defendant sped by at approximately 80 mph (in a 50 mph zone). Eventually, the vehicle began to slow down, and, as it stopped, the Officer made contact with the rear left panel with his squad car to prevent further flight.
After several minutes of arguing, the Defendant exited the vehicle and was arrested. The total value of the items taken was $375.75. The lighter was found on the Defendant's person during his arrest.
