On July 25, 2025, at 8:40 PM, Officers with the Blaine Police Department observed a maroon Buick Century (MN/3665BA) change lanes from the right to left lane at the intersection of County Rd 10 NE and University Ave NE in Blaine, Anoka County. Officers recognized the vehicle and the driver identified as Nichol Jo Leon [DOB REDACTED], the defendant herein, whose driving status was cancelled. Officers stopped the vehicle and approached the defendant, requesting identification. As the defendant opened her purse to search for her ID, officers observed a large clear plastic baggie.
The defendant quickly closed her purse and asked if she should step out to get her ID out of her back pocket. Defendant exited the vehicle to get her ID out of her pocket. After she exited the vehicle, officers observed a Bic lighter on the front seat and a torch lighter in the door. While speaking with defendant, officers observed defendant was sweating significantly, her eyes were bloodshot and she had multiple missing teeth, which can be signs of methamphetamine use. A front seat passenger, identified as MJB [DOB REDACTED], appeared nervous and would not make eye contact with the officers.
The passenger's license was revoked. Based on the above, law enforcement requested a K9 officer respond to the location. The K9 completed a sniff of the vehicle and alerted as to narcotics inside the vehicle. Law enforcement searched the vehicle and located a small clear plastic baggie in the defendant's purse that contained a small amount of a crystal substance along with a blue key chain pill container that held 2 green pills. The items were tested at the forensic laboratory and the crystal substance was positive for methamphetamine and weighed 0.052 grams and the 2 pills were identified as clonazepam, a schedule IV controlled substance.
A search warrant was prepared for the prescription monitoring program which revealed no prescription records for the defendant. Defendant was convicted of Felony First Degree Controlled Substance Crime on April 1, 2016 in Ramsey County court file no. ••-CR-••-•••• and three Felony Fifth Degree Controlled Substance Crimes on September 26, 2013 in Anoka County court file nos. ••-CR-••-••••, ••-CR-••-••••, and 02-CR-12- 8068.
