On November 4, 2025, at approximately 9:22 PM, Golden Valley Police Officer Monson observed a Blue Kia Soul bearing Minnesota license plate [PLATE REDACTED] drive over the median curb while completing a right- turn. Officer Monson got behind the vehicle and observed it swerving, crossing over its lane lines, and failing to stop before a crosswalk/stop-line. Officer Monson initiated a traffic stop at Theodore Wirth Parkway and Golden Valley Road in the city of Golden Valley, Hennepin County, Minnesota.
As the Kia began to pull over, Officer Monson observed it drive over the right-hand curb two times before coming to a complete stop. Officer Monson approached the Kia and began speaking with the driver, identified by her Minnesota driver’s license as JAMIE LYNN GLENDINNING [DOB REDACTED]. While speaking with GLENDINNING, Officer Monson detected an odor consistent with a consumed alcoholic beverage coming from inside the Kia. GLENDINNING stated that she was headed home from her job in Minneapolis.
Officer Monson observed that GLENDINNING’s speech was slurred. After confirming GLENDINNING was valid to drive and clear of warrants, Officer Monson asked when she last consumed alcohol. GLENDINNING stated that she had a “closing drink” after her shift ended. Officer Monson asked GLENDINNING to exit the vehicle to perform Standardized Field Sobriety Testing (SFST). The first test conducted was the Horizontal Gaze Nystagmus Test. Officer Monson observed a lack of smooth pursuit in both eyes, distinct and sustained nystagmus at maximum deviation in both eyes, and the onset of nystagmus prior to 45 degrees in both eyes.
GLENDINNING needed several reminders to keep her head still and to only use her eyes. The second test conducted was the Walk and Turn test. Officer Monson observed GLENDINNING lose her balance during instruction, stop while walking, not touch heel-to-toe, use her arms for balance, take the wrong number of steps, and make an improper turn. Officer Monson stopped the test slightly early for GLENDINNING’s safety, as she began to stumble and almost trip over her feet. The third test conducted was the One Leg Stand test.
GLENDINNING contemplated which foot she should stand on, before stating that she did not think she could complete the test on either foot. Officer Monson observed GLENDINNING sway and use her arms for balance before beginning the test, and did not have her complete it. The final test conducted was the Preliminary Breath Test (PBT). When asked what she thought the legal limit was, GLENDINNING stated.08. When asked what she thought she might blow, GLENDINNING stated.06. GLENDINNING provided an adequate sample, resulting in a PBT reading of.276. Based on her driving conduct, indicia of impairment during face-to-face conversation, admission of consuming alcohol, performance on the SFSTs, and PBT reading of.276, GLENDINNING was placed under arrest, handcuffed, and escorted into the back of Officer Monson’s squad car.
