This case involves a law enforcement encounter.
Cloud Police were dispatched to respond to a report from an employee at an apartment building that there were individuals in a white truck that were in a restricted access underground parking area for residents only of the apartment building. Individuals driving the same truck had been told to leave the parking area by a different employee earlier that day. When Officer Tyler Schlabsz arrived at the apartment building in the City of St. Cloud, County of Sherburne, State of Minnesota, he observed the vehicle matching the description and announced to the individuals in the truck that he was St. Cloud Police and to stay where they were.
The individuals verbally responded and then drove off out of the parking area at a high rate of speed. Officer Schlabsz aired the vehicle description to other officers and began to search for the vehicle. Officer Jayden Pikula observed the vehicle traveling near Killian Boulevard in the southeast side of St. Cloud. The officer activated emergency lights and sirens. The vehicle turned eastbound on University Drive and then turned southbound onto 10th Avenue SE and then stopped. Officer Pikula observed an individual wearing all black running from the truck up an embankment onto the private property of a homeowner, fully identified in reports.
The driver of the vehicle exited the driver's side and was detained. The driver was identified as JOSHUA DONALD STROBEL [DOB REDACTED]. The individual who had run from the truck was subsequently detained and identified as RILYN MICHELE ZENDER [DOB REDACTED], defendant herein. The homeowner stated that they did not know STROBEL or the defendant. The homeowner said their dog started barking and when they looked outside they observed the defendant run up and kneel down by the front passenger side door of their car that ws parked in the driveway of the residence.
Officers located a bag laying under the homeowner's vehicle that contained multiple prescriptions labeled as belonging to the defendant and suspected methamphetamine. The suspected methamphetamine was field‐ tested with a positive result for the presence of methamphetamine and weighed with a result of 0.09 grams with packaging. The officers learned that the defendant had several felony warrants for her arrest; a warrant for Domestic Assault in Sherburne County, and warrants for 5th Degree Possession of a Controlled Substance in Benton County and Dakota County.
The defendant has recent convictions for 5th Degree Possession of a Controlled Substance from August 6, 2025, in Douglas County Court file 21‐CR‐22‐1056 and from February 25, 2026 in Wright County Court file 86‐CR‐25‐ 4339.
